Preparation for the IRRS mission

3 – 4 November 2015, VATESI hosted experts from The International Atomic Energy Agency (IAEA): Mr. Ahmad Al Khatibeh, Head of Regulatory Infrastructure and Transport Safety Section, IAEA, Mr. Jean-Rene Jubin, Senior Nuclear Safety Officer of Regulatory Activities Section, IAEA, Mr. Ingemar Lund, Senior Adviser of Swedish Radiation Safety Authority and Ms. Tetiana Kilochytska, Deputy Chairman of State Nuclear Regulatory Inspectorate of Ukraine. Representatives of Radiation Protection Centre (RSC) have also participated in the meeting.

 

The aim of the meeting was to discuss preparation to the IAEA Integrated Regulatory Review Service (IRRS) mission, which will take place on April 17 – 29, 2016.

 

IAEA experts introduced methodology and guidelines for the conduct of IRRS mission and indicated necessary preparatory steps for the host country. Representatives of VATESI and RSC presented information about the activities and progress of the self-assessment of the regulatory infrastructure for nuclear and radiation safety. Participants of the meeting prepared a draft mission programme and discussed important organisational issues relevant to the planned mission in April 2016.

 

IAEA IRRS mission is designed to evaluate the national nuclear and radiation safety regulatory infrastructure of the states against IAEA safety standards and in comparison to the good international practice. Results of the IRRS mission provide information about effectiveness of the nuclear and radiation safety regulatory system in the state. Usually, it is indicated in the report of the mission areas for improvement.

 

Obligation for the international peer review of national nuclear safety framework is foreseen in the Law on Nuclear Safety, which was prepared based on 2009 year European Union Council Directive 2009/71/EURATOM.
